The Hazards and Effects Management Process (HEMP) is developed to provide a structured approach to the analysis of safety hazards throughout the life cycle of an installation. The environmental and health risk assessment processes fulfill a comparable function with respect to environmental and health hazards at all stages of the life cycle.
